1950 में जब संविधान लागू किया तब उसके बाद 1951 से 1967 तक लोकसभा ओर विधानसभा के चुनाव पूरे भारत देश में साथ साथ होते थे हर पांच वर्षो के बाद।
एक देश एक चुनाव को लागू करने की जो बात कुछ दिनों से चल रही है वो दरअसल नया नहीं है।
ये सन 1952,1957,1962 और 1967 में लागू था और उस हिसाब से एक चुनाव साथ में होते थे। ये प्रिक्रिया कुछ विधानसभा भंग होने की स्थिति 1968-69 के बाद इस पर रोक लग गई।
फिर से इस विषय पर 1983 में इलेक्शन कमीशन की वार्षिक रिपोर्ट में आया फिर लॉ कमिशन ने 1999 में इस विषय पर बात की।
2014 में जब मोदी जी के नेतृत्व में बीजेपी की सरकार बनी तो इस विषय को गंभीरता से आगे बढ़ाया और समय दर समय इस पर विचार विमर्श और डिबेट में रखा गया। 2018 में लॉ कमिशन ने ड्राफ्ट सबमिट किया उसमे एक देश एक चुनाव के विषय पर अपनी राय रखी और उसके मुताबिक कुछ कानून में बदलाव की बात की गई।
एक देश एक चुनाव को लागू करने के लिए देश की 50% प्रतिशत विधानसभा का समर्थन और उसके लिए कुछ कानूनों में संशोधन की जरूरत होगी। 2020 में मोदी जी ने इस विषय को फिर से उठाया था।
इस व्यवस्था को लागू करने से निश्चित तौर पर देश को एक नया फायदा होगा और देश की प्रगति के लिए विकास कि रफ्तार लगातार पांच वर्ष तक चलती रहेगी बिना किसी अवरोध के। बार बार चुनावों के होने से देश का नेतृत्व कड़े नीतिगत निर्णय नहीं ले पाता है और मुख्य रूप से विकास का काम रुक जाता है।
एक देश एक चुनाव को करने के लिए इस विशाल देश में प्रारंभ में कई संसाधनों की जरूरत रहेगी।
राजनीति के रूप में देखा जाए तो विश्व में जहा एक देश एक चुनाव होता है वहा मुख्य रूप से सिर्फ दो राजनीतिक विचारधारा का ही बोलबाला रहता है और अलग अलग क्षेत्रिय दलों का करीब करीब कोई वजूद ही नहीं रहता। एक पक्ष और एक विपक्ष ही देखा गया है।
अगर ऐसे देखने जाए तो एक देश एक चुनाव होता है तो कम से कम कांग्रेस के लिए संजीवनी बूटी की तरह होगा वो हाल के वर्षों में जिस तरह संघर्ष कर रही है उसके लिए तो फायदा है। दरअसल एक देश एक चुनाव में उन्हीं राजनीतक दलों को फायदा है जिनका प्रभाव पूरे देश में हो और उसमें बीजेपी के बाद कांग्रेस पार्टी है जिसका संगठन पूरे देश में है।
एक देश एक चुनाव में मुद्दे जो भी होंगे वो पूरे देश में होंगे और उसके लिए पक्ष और विपक्ष ही होगा और उसमे अब तक देखे तो बीजेपी और कांग्रेस दल ही नजर आ रहे है।
एक देश एक चुनाव से जरूर आर्थिक खर्च कम होगा और साथ साथ में हर वक्त चलने वाला राजनीतिक वाक युद्ध भी कम होता नजर आएगा. उम्मीद है इस पर जल्द फैसला आएगा।
One Nation one Election
implemented in 1950, from 1951 to 1967, Lok Sabha and Assembly elections were held simultaneously across India every five years.
The talk of implementing one country, one election which has been going on for some days is actually not new.
This was applicable in the years 1952, 1957, 1962 and 1967 and accordingly elections were held simultaneously. This process was stopped after the dissolution of some assemblies in 1968-69.
Again this topic came up in the annual report of the Election Commission in 1983 and then the Law Commission talked about this topic in 1999.
In 2014, when the BJP government was formed under the leadership of Modi ji, this topic was taken forward seriously and it was kept in discussions and debates from time to time. In 2018, the Law Commission submitted a draft, in which it gave its opinion on the subject of one country, one election, and accordingly some changes in the law were talked about.
To implement one country one election, 50% of the country's assembly will need support and some laws will need to be amended for that. In 2020, Modi ji raised this topic again.
By implementing this system, the country will definitely get a new benefit and the pace of development will continue for five consecutive years without any hindrance for the progress of the country. Due to frequent elections, the leadership of the country is not able to take tough policy decisions and mainly the work of development stops.
To conduct one country one election in this huge country many resources will be needed initially.
As far as politics is concerned, in a world where one country one election is held, mainly only two political ideologies dominate and there is almost no existence of different regional parties. Only one side and one opposition have been seen.
If it is seen like this, one country one election, then at least it will be like sanjeevani booti for Congress, it is beneficial for the way it is struggling in recent years. In fact, in one country one election, only those political parties have the advantage which have influence in the entire country and after BJP, there is Congress party which has its organization in the entire country.
Whatever the issues will be in one country one election, they will be in the entire country and there will be pros and cons for it and till now, only BJP and Congress parties are visible.
One country, one election will definitely reduce the economic expenditure and at the same time the political war of words that goes on all the time will also be seen reducing. Hopefully a decision will be taken on this soon.
